Election Monitoring

The Coalition for Clean and Fair Elections (Bersih 2.0), Malaysians for Free and Fair Malaysia (MAFREL) and Pusat KOMAS has initiated the Pemantau Pilihan Raya Rakyat (PEMANTAU, “citizen election observer” in Malay) project in the 2013 Malaysian general election. It was aimed at reducing or preventing fraud during the 13th Malaysian General Election, monitoring all government institutions and agencies, and empowering and upholding people’s aspiration for a free and fair election. Over 2,000 election observers were recruited. They observed 23 Parliament seats on nomination day, 51 seats during the campaign period, and 87 seats on polling day.

In the 2018 general election, Bersih 2.0, Pusat KOMAS and Suara Rakyat Malaysia (SUARAM) continued the PEMANTAU initiative to monitor. The initiative trained 100 coordinators throughout the country to verify reported incidents in 30 zones nationwide. These coordinators held nationwide briefings and public awareness campaigns to encourage citizens to become citizen observers by lodging reports of any incidents of electoral fraud or misconduct to PEMANTAU.
