Direct Democracy

Article 65 of the Constitution provides that the President of Afghanistan can call for a referendum on national, political, social or economic issues. However, a referendum cannot be contrary to constitutional provisions or require amending the Constitution. The First Vice-President acting as an interim President cannot call a referendum.

The Independent Election Commission (IEC) is the government body tasked to organize and supervise referendums. No referendum has been held so far in Afghanistan.
