Voters Living Abroad

Cambodia still doesn’t allow voters to vote from abroad while the government has given several reasons for the lack of an absentee voting system. In 2016, the National Election Committee tested a new high-tech voter registration system that already costs a big amount of money. There is still fear of electoral fraud.[i]

According to an estimation of the Commission for Election Rights of Overseas Cambodians, there are approximately 500,000 Cambodians permanently reside abroad, while there are about 1 million Cambodian temporary living overseas as migrant workers, students, soldiers stationing in South Africa and government officers. All these people are entitled to vote in all Cambodian elections.[ii]
